25 Years of Pioneering Sustainable Development

For over twenty-five years, Can-Cara Limited has played a transformative role in Jamaica’s residential and commercial property, and water sectors. Can-Cara is regulated by the Office of Utilities Regulation (OUR), National Environment and Planning Agency (NEPA) & Water Resources Authority (WRA).

Through its subsidiaries, Can-Cara Development Limited (CCDL) and Can-Cara Environment Limited (CCEL), the company provides innovative and sustainable solutions to pressing national challenges.

The Can-Cara Story

Joseph “Junior” Lincoln, O.D., a Jamaican-born businessman, music pioneer, and philanthropist, is celebrated for his role in elevating Jamaican music to global prominence. In 1999, his spirituality and deep commitment to community service drove him to create Can-Cara Development Limited—a venture into the uncharted territory of Housing Development. With no prior experience in the sector, Lincoln’s determination led to the establishment of a pioneering company that today is synonymous with sustainable development and impactful solutions for communities across Jamaica.

This year, Can-Cara proudly celebrates its 25th anniversary, marking a quarter-century of transformative contributions to Jamaica’s communities. The company expanded its footprint in 2001, becoming Jamaica’s newest utility company and the first privately-owned water and wastewater treatment plant in the Caribbean region under its subsidiary, Can-Cara Environment. This business emerged as a key player in providing drinking water and wastewater treatment services to communities, while Can-Cara Development continues to offer affordable housing solutions islandwide. Lincoln himself is now noted as a pioneering expert in Sustainable Development with 25 years of success under his belt.

1999 - Can-Cara Development Limited is founded. 

Launching Pilot Project at UTech successfully creating the Can-Cara home model


2000 - White Water Meadows 

Development of 764 houses in Spanish Town, St. Catherine. 


2002 - Western Spanish Town Treatment Plant 

First private sector-built, owned, and operated sewage treatment facility in Jamaica. 


2004 - Innswood Water Supply System

Largest private sector-owned water distribution system in Jamaica based in  Spanish Town, St. Catherine. 


2005 - Caribbean Estates Sewage Treatment Plant


2006 - Morris Meadows


2008 - Chedwin Gardens

2008 - Meadows of Irwin 

Contractor for sewage treatment facility servicing 2,000 houses in  Portmore, St. Catherine. 

Developed 45 houses in Spanish Town, St. Catherine. 

Designed and developed 234 of 800 residential units in Montego Bay, St. James. Remaining units sold to WIHCON. 


2021 - Greater Bernard Lodge Development


2022 - Union Acres

Providing water and sewage solutions to over 20,000 homes and businesses in  Portmore, St. Catherine (Ongoing) 

Construction of 144 houses in Montego Bay, St. James. 


Improving access to bulk water, and sewerage through partnership with NWC across the Island (Ongoing)


2023 - NWC MOU

Developed 35 houses in  Portmore, St. Catherine. 


2024 - JCSA and JCTU Agreement

Delivery of 4,000-unit affordable homes nationwide.
